You must catch the rabbit to enter the door of the second Bowser. The Rabbit appears there with 15 stars. So, You must get min. 15 stars first, then catch the rabbit. in front of second bowser, you must get the 16th star. Thats why you cant get it with 8 sarts -> but look at youtube, there some poeple, who did it with 0 stars, they used more glitches (Super Mario 64 "0 star" TAS by Swordless Link & AKA (5:47)), but this video is about the "16 star method". Hope I helped.
