It barely works, but blow torch is waaaaaay much better. Once when I did Cremé Brulee the sugar didn't get caramelised in the center, but burned in the corners.

A broiler is an overhead grill.
If you want to caramelise the tart, a direct, overhead heat (a blowtorch or broiler) is the best idea.
The convectional heat in an oven will ruin your tart before it caramelises.

you can substitute the blow torch for the broiler in your oven
just set your oven to the broil/grill setting. only the top broiler will come on and will give the same heat effect as a blowtorch
just keep an eye on it though!
