To be honest, I don't like the Ice Flower very much. Sure, it freezes the enemys but they thaw out after a while.

Although I think that the Penguin Suit is the most stupid one.

My issue with the Penguin Suit is that it's not different enough from the Ice Flower to warrant being a different item.
