You don't have to be "born" in a State to get an SSN issued by that State. You must have a permanent mailing address in that State when applying for an SSN. Neither his mother, grandmother, or "father" ever lived or had a mailing address from Connecticut. During the 60s people did not automatically get SSNs for their children. Usually when you get your 1st job you need an SSN for tax purposes. Obama got his first job in Hawaii as a teen during H.S. working at Baskins & Robbins.
