The presence of anarchists does not always imply a riot.
The RNC was specifically organized(by anarchists) so that the protesters who wanted to be violent could be where they wanted and that they protesters who wanted to be nonviolent would be in completely seperate groups. Not all anarchists are violent!
Also note that the police attacked all protests that week regardless of permit status.

Anthropologists typically are people who have studied stateless societies, and I dare you to find one who says that it is not possible. The state is mainly a 20th century institution. But you really need to study more about the topic before you making broad, sweeping declarations; particularly when you are uninformed.
