I'm from Rochester, Minnesota which is south eastern of Minnesota and we don't really have a strong accent like that. So not all Minnesotans' have a strong accent like that. Its actually the north cities in Minnesota like Duluth that has an accent that thick. But south east cities in Minnesota like Minneapolis/St. Paul, Bloomington, Minnetonka, Rochester, and Mankato mainly just all have normal mid-western accents.

Growing up in South East Wisconsin, I definitely have some cousins that talk EXACTLY like this. Since moving away from Wisconsin I've only picked up on it, but realize that it's actually a pretty strong accent, lol. Whenever I bring it up to them they think I'm nuts. People from both Minnesota and Wisconsin claim "we talk like on the news - the most neutral accent". Maybe if you're from Nebraska or Indiana.
