Water is H2O. if you burn H it combines with O and you have 2 hydrogen atoms to one oxygen atom creating water. that being said it is a inert compound and cannot combine anymore therefor it cannot burn! if you tried it you might have learned that you wrecked 2 batteries and created a toxic water that has polluted our water once again. water can burn- well not technically the water but the hydrogen that makes up the water. when the water is in an enviroment of over 600'C the hydogen oxygen bond breaks and the hydrogen will ignite if a flame is present. so water can burn!

actually if you bombard the water with a certain frequency of radio waves, the hydrogen seperates from the oxygen and will burn. but it has to be salt water, like from the ocean.
It depends on the quality of the burn. Complete combustion (more than enough oxygen) will give you a blue/nearly invisible flame. Incomplete combustion (not enough oxygen) will cause some carbon (soot) to form, when it's heated (in the flame) it gives a yellow colour. And you're right, water doesn't burn -ever.

If alchohol burns the flame wouldn't be yellow alchohol gives blue flames. But still water cant burn by itself
