Learn to read. I didn't say it was illegal, I said it was "almost" illegal. Distracting drivers is illegal. Advertising is not illegal.
This form of advertising (throwing the sign around so fast without directional indicators) does not allow the customer to read the advertisement. If it did, it does not indicate where the customer should go to receive said product.
It's "almost illegal." This guy isn't giving anyone an opportunity to read the sign.
