It's a from series called Pretty Sammi, which is based on a Character from Tenchi Muyo. In Tenchi Muyo OVA a side story was made up for the Character Sasami who is a little girl who had merged with another life form in order to save her life. Pretty Sammi became a side story, then a series of videos. Which one this is from I am not sure.
