That ties are very much still an large part of school uniforms, especially since some of the schools now make money off the uniforms. So it be silly for them not incorporate an tie into the uniform. @snaz27 The need for evidence is quite obvious mate. If you've been fined for something, you've clearly broken a law which has been set in place by the government. Police officers will carry out their duties of upholding law and protecting/helping the public. They do not make the laws themselves. Some of them probably disagree with certain laws themselves, as many people do, but they are professionals and must carry out their duty.

You might have been wrongfully accused or It might be something against some by laws which usually are not democratically established or at least in much less democratic way in comparison to laws or statues. PCSO's are not acting as constable and not under oath, they are agents of independent institutions such as counsels accredited by queen.

@combatcameraman I have had problems with the police simply because I dared to report a series of crimes. I ended up getting assaulted by a policeman who was supposed to be investigating one of those crimes. After I was assaulted by a cop there were senior officers who conspired to pervert the course of justice and prevented that officer being brought to justice.
Up until I was assaulted I had your view of the police. Now I assume they are all assholes until they prove otherwise.
@alexhamster1134 I did! You know how it works? They assign a senior officer from the same station to investigate. It's very rare that they uphold complaints as the seniors will back up the officer being complained about - case gets sent back to the IPCC and even if you have proof that officers have lied (eg contradicting statements) the IPCC close the file because the senior said there's no case to answer. The IPCC are toothless, the only option then is to hire solicitors which costs £££s

@fleabag500 According to Castle Rock v. Gonzales, No. 04-278 the police has the job of protecting the community as a whole. While they do of course have to stop crimes they witness, if a single person feels they are in danger from a threatening person, the police are under no obligation to act as a protection service. You would have to hire your own body guards. If you read the case you'll understand better as comment size is limited.

I'm a police officer and no way would a pregnant lady be peeing in my hat!!! Plus it's got holes in it for circulation of air so it would just dribble out?? The helmet or 'custodian' as it's known is generally worn by beat officers or public order work (Friday Saturday night town centre stuff). I generally have the peaked cap for day to day work as it's more practical. Plus I'll think you'll find it was the met police who had the hat peeing rule only many moons ago.
Fun Fact!: It is still legal for pregnant ladies to ask for the helmet of a police officer to wee into if they get caught short in public.
And the helmet is actually a lot more useful than people think. There are cases of disarmed officers using them to bludgeon their attackers and they are also a pretty nostalgic symbol of Britain.

@stupotty40 To be fair, ASB covers a wide spectrum. It also depends on the geography. I work in Cornwall, so my role differs slightly to that of a PCSO in London. PCSO's are different roles entirely to that of PC. We are mainly community based and work with schools and other things of that nature. I am not a wannabe PC, I actually enjoy what I do, and I DO get sent to all sorts of ASB problems ranging from parking issues to groups of 50 kids or more. All of which get dealt with just fine.
You will stop respecting community support officers the next time you see one riding alongside a large gang of chavs, who are laughing at him/here, and the CSO is powerless to stop them.
in theory... (in my area) community support are 95% about information... being familiar with local areas, local problems and communicating with the public.. anti social behaviour as an example, they will ID the people involved, link them to their graffiti and vandalism.. patrol reports and cctv footage build up to bring a case against the individuals involved... really slow but the idea is to clean up neighbourhoods that are nightmares to live in. they dont pretend to be cops, ungrateful public

@dafyddwood It still costs a lot to train them, provide uniforms, keep them up to scratch, etc. They should just have more Specials - They have the same rights as a regular Police Officer (arrests, tickets, traffic, drive the car, etc) but are volunteers as well. It seems to make more sense to have volunteers who are of a high standard to start with. The only Special-Regular difference is that one is a volunteer and a special isn't quiiiiteee as qualified, but their job roles are near identical.
@nylonTS You do know what specials actually do right? Like arrest people for rape, arson or any other reason that they need to. Go out on shift as a fully uniformed, fully warranted police officer, making a very real contribution, free of charge. Yes the training is shorter but they are expected to learn more on the job, and have to do a lot of work, and achieve a similar standard to a full time regular before being signed off as competent.

We have PCSO's because they are cheap, starting pay is about 2/3 that of a PC and it does not go up as high. The idea is Mrs Miggins looks out of her window, sees a PCSO walking past and thinks its a real copper, so she's happy. Unfortunately we have too many now and not enough real police officers. If you got rid of all the PCSO's we could afford to employ half as many PC's to replace them. sack 1000 PCSO's and get an extra 500 real police officers, i know what i would prefer.
@ponyplayallday You get a better deal than that. for every 10PCSOs you got rid of, you could employ 7PCs. so for 1000pcsos you can have 700PCs. In the Met police looks like it could go that way in a few years. PCSOs used to be told do 12 months become a PC. Now the Met is saying no you'll have to do 1 year as a Special Constable, its far more reflective of the role of a PC. I can see lots of PCSOs leaving. There is no career progression. Whether they choose to become SCs or not who knows?

PCSO actually do alot and work with the police on raids and patrol with police. They can arrect someone but not on suspicion but in wales the PCSO's have the power of arrest.

No the Police don't have power of arrest in Wales, only power to detain physically until a proper Police Officer turns up and then only for a certain period of time. You may arrest someone where an indictable offence, or you reasonably suspect an indictable offence is occurring or has occurred. A PCSO can not, in the presence of a police officer make an arrest because a "constable could assume responsibility" for the miscreant. But if you TDA a car for example, only a Police officer can arrest.

@combatcameraman I have had problems with the police simply because I dared to report a series of crimes. I ended up getting assaulted by a policeman who was supposed to be investigating one of those crimes. After I was assaulted by a cop there were senior officers who conspired to pervert the course of justice and prevented that officer being brought to justice.
Up until I was assaulted I had your view of the police. Now I assume they are all assholes until they prove otherwise.

It's very rare that they uphold complaints as the seniors will back up the officer being complained about - case gets sent back to the IPCC and even if you have proof that officers have lied (eg contradicting statements) the IPCC close the file because the senior said there's no case to answer. The IPCC are toothless, the only option then is to hire solicitors which costs £££s

Your example, plus that SCOTUS ruling are why I support carrying a gun for self-defense. I suggest you look into the concealed carry laws in your state. I'm no expert, but if the supreme court genuinely says that the police have no right to help individuals (and im pretty sure it doesn't, if someone is being murdered the police would help them) then it's the police force that's flawed, not lovinit's case. @fleabag500 According to Castle Rock v. Gonzales, No. 04-278 the police has the job of protecting the community as a whole. While they do of course have to stop crimes they witness, if a single person feels they are in danger from a threatening person, the police are under no obligation to act as a protection service. You would have to hire your own body guards. If you read the case you'll understand better as comment size is limited.

I'm a police officer and no way would a pregnant lady be peeing in my hat!!! Plus it's got holes in it for circulation of air so it would just dribble out?? The helmet or 'custodian' as it's known is generally worn by beat officers or public order work (Friday Saturday night town centre stuff). I generally have the peaked cap for day to day work as it's more practical. Plus I'll think you'll find it was the met police who had the hat peeing rule only many moons ago.

Fun Fact!: It is still legal for pregnant ladies to ask for the helmet of a police officer to wee into if they get caught short in public.
And the helmet is actually a lot more useful than people think. There are cases of disarmed officers using them to bludgeon their attackers and they are also a pretty nostalgic symbol of Britain.

Well as long as its VERY low level ASB they can deal with it...anything more than giving a fixed penalty for dog fouling really requires a policeman... I have to say that whilst many PCSOs are good at what they do, far too many are wannabe cops who spend their duty time dreaming of being a PC and bullying youths....And yes, I have said this to a PCSO......

@stupotty40 To be fair, ASB covers a wide spectrum. It also depends on the geography. I work in Cornwall, so my role differs slightly to that of a PCSO in London. PCSO's are different roles entirely to that of PC. We are mainly community based and work with schools and other things of that nature. I am not a wannabe PC, I actually enjoy what I do, and I DO get sent to all sorts of ASB problems ranging from parking issues to groups of 50 kids or more. All of which get dealt with just fine.

in theory... (in my area) community support are 95% about information... being familiar with local areas, local problems and communicating with the public.. anti social behaviour as an example, they will ID the people involved, link them to their graffiti and vandalism.. patrol reports and cctv footage build up to bring a case against the individuals involved... really slow but the idea is to clean up neighbourhoods that are nightmares to live in. they dont pretend to be cops, ungrateful public

@dafyddwood It still costs a lot to train them, provide uniforms, keep them up to scratch, etc. They should just have more Specials - They have the same rights as a regular Police Officer (arrests, tickets, traffic, drive the car, etc) but are volunteers as well. It seems to make more sense to have volunteers who are of a high standard to start with. The only Special-Regular difference is that one is a volunteer and a special isn't quiiiiteee as qualified, but their job roles are near identical.

@nylonTS You do know what specials actually do right? Like arrest people for rape, arson or any other reason that they need to. Go out on shift as a fully uniformed, fully warranted police officer, making a very real contribution, free of charge. Yes the training is shorter but they are expected to learn more on the job, and have to do a lot of work, and achieve a similar standard to a full time regular before being signed off as competent.

We have PCSO's because they are cheap, starting pay is about 2/3 that of a PC and it does not go up as high. The idea is Mrs Miggins looks out of her window, sees a PCSO walking past and thinks its a real copper, so she's happy. Unfortunately we have too many now and not enough real police officers. If you got rid of all the PCSO's we could afford to employ half as many PC's to replace them. sack 1000 PCSO's and get an extra 500 real police officers, i know what i would prefer.

@ponyplayallday You get a better deal than that. for every 10PCSOs you got rid of, you could employ 7PCs. so for 1000pcsos you can have 700PCs. In the Met police looks like it could go that way in a few years. PCSOs used to be told do 12 months become a PC. Now the Met is saying no you'll have to do 1 year as a Special Constable, its far more reflective of the role of a PC. I can see lots of PCSOs leaving. There is no career progression. Whether they choose to become SCs or not who knows?

I'm not sure to what extent PACE mimics Canadian law on the subject (with which I'm more familiar), but a police officer can't detain you (that is, physically or psychologically restrict your freedom to move around) without what the Americans call "articulable cause" for doing so.

@UdallIn72 The only time a police officer may detain (ie restrict the person's movement) is for a search, what ever it may be for, obviously it must be a legal search after which a record of the search is given, Form 5090(X). Otherwise they must arrest or let the person be on their way. They must have reasonable grounds for an arrest, it must be necessary under section 24 of PACE, which gives reasons like investigation, prevent harm, loss or damage to property.

No the Police don't have power of arrest in Wales, only power to detain physically until a proper Police Officer turns up and then only for a certain period of time. This power only applies in certain areas of North Wales. In the rest of the country they have no right to be physical they can only ask. God help us if these idiots get powers of arrest. You may arrest someone where an indictable offence, or you reasonably suspect an indictable offence is occurring or has occurred. A PCSO can not, in the presence of a police officer make an arrest because a "constable could assume responsibility" for the miscreant. But if you TDA a car for example, only a Police officer can arrest.
