I believe the Despair part is from Sayonara Zetsubou Sensei. It is a manga, perhaps anime, IDK, that center's around a teacher who is always sees the negative in everything. So he is always in despair.

Well the joke was there was a rule that you couldn't do Hare Hare Yukai, Gratuitous Makeouts, or Avenue Q songs for your skit (well you could do them, but you wouldn't win anything, the judges had seen too many skits like that, and they were tired of seeing them), so Mori/Greed decided to do all of these things anyway, just to sort of make fun of the judges rules. Judges didn't think it could be funny anymore, but were proved wrong by this particular skit.

They think they're being clever and "adult", but really, they're just being annoying.

Actually, the use of Avenue Q songs were strongly discouraged by the judges, as the songs are all too often used, as you have noted. It was my intention to use a song not commonly utilized by skits (ie: "If You Were Gay", "The Internet is for Porn") to make a switch-up and produce some laughter with something that isn't seen all of the time.

Really, though, Avenue Q is a really good show with very very funny music, but it's become exceedingly overused in anime skits.
