Chelyabinskaya Oblast is neither geographically nor administratively considered Siberia. It belongs to Urals Federal District.

P.S. yeah guys, it is not Siberia, it's South Urals. If you wanna go to Siberia - it's about 10 hours minimum by car from this city.
