it's all a big allegory for drugs.

elmo was going to go do something productive with his day at the library. being the lazy addict that elmo is, he decided to take a short cut through the woods. possibly a real woodland area, but no doubt a metaphor for the bad side of town, where he knows he will inevitably score some green.

the fact that he gets "lost" is all just a cover. an excuse for bumping into the blue monster...
