Keep your foot in one position and only drop your whole leg for the first hit, then get the second purely via ankle motion as if you were just dropping the tip of your foot down. Think of it as a stepping motion- heel down first, then when using momentum to move forward, you bring your toe down. Simple as.
@richogem yes, hence, heel toe, and not toe-heel- the proper way is to do it heel first. What I am saying is that this bloke is pulling his foot back to achieve the second hit, which he shouldnt do. You can see that he has hardly any power behind each hit and is wasting a lot of energy with so much leg movement. There is no specific way, but the most common is to use only your ankle for the toe hit and your whole leg for the heel part. This creates a rocking motion, not a weird one like this.
I know you said your technique is off but this looks like a mix of the swivel & heel/toe techniques. I'm not saying it's wrong, but if you want to practice heel toe, start slowly with both feet together, press down with your heel, then when you lift with your entire leg, press down with your toes. start slow then get quicker.
