Dressing up for the church service is right. The quesion is how should we dress up???? Speially when you are in spritual service. Becasue spritual song is sacrifice infront of God. You have to do it carefully- with proper care BOTH to your internal and external.

This is just my opinion. Let's not make it KIRIKIR because it is not RIGHT! Just don't judge people. If you think is is wrong, you can keep that in your mind. If you think she is wrong and hatiyategna, you don't need to speak that out. You can just leave her alone and pray for her.
