I found out that killall CAN work for this bug, it didn't work the first couple of times, but then i killed the mages guarding him like I was supposed to, THEN used killall and it worked!
I just encountered this bug and I'm so pissed off. metalwreck450 I'm going to barrow the disclaimer you used in your description for my video of the bug hope you don't mind.
Yeah I tried as well. I haven't tried anything new yet, I still have finals to do as well so I ragequit for now. :P
BUT. If you are on PC, there are two possible alternatives I didn't have the time to test...one is to add the Staff to your inventory using additem, OR there is another console command to complete quest. Either or both of these should fix it, but I didn't test them! Good luck!

Bethesda your programers suck ass! Thanks for ruining this boss! Also had to use cheat-commands, nothing worked. Not even reloading the saves...

tried to kill him with console cheat, but since u cant target him, it wont work :-(
