since the 1930's, the fed has expanded it's powers to the point where legislation is almost uncountable.
I would expect modern democrats and republicans to legislate more...
Bush took a step forward and let the rediculous 1994 Violent Crime and Law Enforcement Act sunset, but then replaced it with the PAT-RIOT ACT.
Politicians are lawyers and they all want an ACT with their name on it.
