Why don't we get law enforcement when we need it? Burglary, broken window with fingerprints, no we're not going to get the fingerprints! But a cigarette smoker in San Diego at night making a political statement gets arrested. Police need to be accountable to the citizens, not just the police chief. It's this arbitrary and capricious behavior by police that leads to people taking the law into their own hands. Penitentiaries are full of people who did the job police refused to do.
