I believe he was referring to those Congressional Representatives who were angry and upset about him testifying.. I know one tried to make him leave without speaking. He wasn't the only sub-committee member who objected. Also, a lot of press coverage, especially on Fox of course, was extremely negative. Stephen's "Ape S*#t comment almost certainly referred to the negative reception he got in Congress and the negative press coverage. Where were their objections when Elmo testifed?
