um.. i dont think hes retarded. he shows sign of what is called "twirling". might want to research; its a bit serious.

It is a case of twirling, and I'm happ to say it has resolved. I had another breeder give me this bird right before this video was taken. She is still in a separate cage for the rest of my flock but hasn't had symptoms for about 2 months now.
