If you search here on YouTube for video from the International Latin Ballroom Championships (always aired in PBS), you'd see that the samba that is danced competitively is not what you'd see women doing in the streets of Rio during Carnival. Tony and Melanie performed in those championships for many years, I remember watching them. They know what they're choreographing, they've done it competitively and been successful in doing so.
