"Anime" is just a stupid buzzword that English speaking audiences adapted to mean Japanese animation when in Japanese it's just an abbreviation of the word "animation", but regardless, this is animated by GONZO a Japanese studio of quite some note (NHK ni Youkoso, Last Exile, FMP! et cetera) and based off of a dojin manga by Takashi Okazaki, and it aired in Japan on Fuji Television. It's Japanese. Get over it.

Well, it's not an anime at all, and just because it is not from Japan. It's kind'a strange but that's an only criterion for a real anime. So, this is just an animation inspired by an anime. It is the same as the Avatar which is beeing made in America as well. Anyway, animation is very nice and stylized, good story and good action scenes. Worth to check it out. :)

If you're talking about the animation style it's basically a more expensive (bling, bling) version of what has already been done in Samurai Champloo. Maybe with a dash of Ninja Scroll added in for flavour.
