Bike most likely was geared too low to get the lift he was looking for. Besides I would not really call this "goofing off" since it could be a skill used to expedite a call. Stairs, small ledges, etc. Do you expect him to have to get off the bike every 50 feet to negotiate such obstacles? Instead of harassing, he is using his down time to better himself. University of Tennessee is a state ran institution, therefore, your tax dollars do indeed pay his salary. In fact, more of your tax dollars go toward his salary than go toward your local police officers salary.

They used to be. Legislation was passed in this state two years that made their jurisdiction only on the campus where they worked. They are still STATE BONDED however and can carry their guns wherever thay want. I'm sure they can make a citizens arrest just like anybody else and being able to carry a gun s that much easier. Actually Pangle69, In 2006 the Tennessee Legislature met and passed legislation that EXPANDED (Not Reduced) the jurisdiction of all state ran secondary educational institutional law enforcement. This is all part of a homeland security initiative.

Tennessee is just one of many many states that are following this trend.

In this dog fight, the UTPD wins over Knoxville. Although both seem to be good departments from their websites.

Actually (And I'm reading that piece of legislation right now) MUTUAL AIDE is what expanded not actual jurisdiction to enforce laws.

Doesn't really matter, they've always done what they wanted anyways. We've got county police patrolling the National Park and State park bounderies in Blount County. No mutual aid, the sheriff just says it's his jurisdiction.

I think I'd spend a little more time researching for an opinion other than how they have their websites engineered.

KPD is a county wide law enforcement agency covering KNOX COUNTY TN. They consolidated witht he KNOXVILLE city police to become what they are now. They are substantially larger than the University's version of law enforcement.

I am not sure why everyone thinks KPD is a joke? I am not from Tennessee but I have been to the University of Tennessee campus and I have seen their police in action. I will tell you that they appear to be very professional. Have I missed something?

KPD is the KNOX police. They are funded by local taxdollars and federal grants.

University police are completely seperate from the KPD.

If you'll just do some research on the criinality in our local law enforcement agencies, then you'll see why so many people think they are horrible. That's just TN law enforcement in general. They are terrible. I've lived here all my life.
