What I saw was a drunk guy yelling at police.... then trying to run... then struggling repeatedly while they tried to get his hands behind his back. Yeah it looks bad... but this video wouldn't nearly be as bad if it werent for the commentary. Its grossly over dramatic. This was recently investigated by Panorama. Police may use such force as is reasonable to make a lawful arrest. Punching on the shoulder is allowed when trying to handcuff a suspect who is resisting arrest. It looked like one officer was scraping his face on the road, the officer claimed he was pulling his head back to prevent him from biting his colleague on the leg. The special constable was sent to prison for this assault, obviously the jury did not believe his account of the unlawful arrest.
