The loco is a Darjeeling Himalayan loco. The fuel (coal) is carried in a bunker on top of the side tanks. Note the loco has the NF logo - same as the locos and cars on the Darjeeling Himalayan now carry.

Correction: it's an ex-DHR B class 040ST - one of several bought from the DHR.

Definitely a purpose-built locomotive; has me wondering how they fuel it, as the cab is open-back with no obvious fuel tender.
