Theyre not lying per se. Lying is a willful act to mislead someone contrary to the truth. They redefine the truth. So waterboarding isnt torture, and sleep deprivation and painful positions for prolonged periods arent torture. Just define techniques to not be considered torture and therefore arent torturous. It would be like throwing out human rights/geneva convention by defining a difference between POW and Enemy combatant.
