Stay a "big" mario then go down the flag. You will hit spikes and turn into smaller mario but you will have enough time to get past the spikes.

It is possible to beat the level.

I know how you do it you need to use the black shell guy. Carry him to where you jump for the flag and then throw him. jump at the same time you throw him and jump off him again to get a boost to land on the top of the flag. then when you jump from the top of the flag youll clear the spikes

Make sure you are a big mario, then get past the flag pole. You will hit a spike and flash for a while, in that time you can get to the castle.
