In Romans 7 Paul cannot be talking about the carnal mind when he says FLESH, because he is saying his mind serves God but his flesh is unable to do so.
The carnal mind is what he was already talking about when describing his mind in contrast to the flesh after which he was walking.

The flesh he is speaking of is not his physical flesh, but his carnal mind.
