Perhaps, wind blimps placed in the stratosphere tethered to the ground by an electrical wire. This would provide a constant flow of wind power year round. The constant flow of wind high up in the sky would send electricity down to the ground by a wire for a group of kolats or for an entire village.

I would also recomend that the country look into what are called solar chimnies. I feel that it will be very valuable the villages.
