1. get a spring for azimuthal axis & as a early morning work-out to crank it up every morning so it stores potential energy
2. get a photo-diode to track the sun.
3. modify your "homemade rotating" mechanism to work with #1 & #2 above.
adding a second axis of rotation make be worth depending upon your latitude

thanks guys for coments and sugestions,but belive me this is much more simple than use step motor or something else

I own one 50 watt panel and a 10 watt with a 7 amp controller. I trickle charge up a car battery with it.

If you had a stepper motor of some kind to go on and off now and then it would turn the panels for you no need to go and do it manually.
