Sounds like a Lockheed test/drill. I lived in the same area from 1990-96. But, I did see a few things in the sky with a telescope during that time around Georgia.
i did some reasearch on your town area on google maps and i think there is a reason for the sounds due the air force base but i found it funny that one of the streets were named Roswell
Its a power station, dude. The building I work in is huge, like acres, and has its own. Sounds exactly the same, but they do it in the middle of the day. Don't know what they're doing, but it's a power station.

Wow, we had a Whelen 4004 do that same thing here in Perry, GA. It kept going absolutely nuts until it finally blew an amp and all 4 drivers. From what I found out, the voltage regulator in the timer shorted out and caused the timer to keep reactivating the siren randomly until it finally pretty much self destructed.
Cobb County did apologize for the inconvenience.The siren first went off 930ish the night before and sounded for several minutes (10-15).It started in ATTACK mode. Since I know the different bursts a warning siren sounds, it did have me concerned at first (there was no testing and absolutely no weather issues).It went off approx every 2 hours after that first sounding and stopped early morning. CEMA did say it was a malfunction. I couldn't sleep either, but I did know what was going on.

I zoomed in and it was just hovering and blinking all of those colors. What was weird is when it flew away it made that crazy siren sound. Im still wondering what happened that morning

It is most definitely a siren. More than likely a malfunctioning electronic siren. A few people that have commented, myself included, are outdoor warning siren enthusiasts. Most of us can tell exactly what a siren is just by the sound, so we aren't just making assumptions.
Arn't there any regulations for siren testing, in terms of what times they can test, i know this particular siren seems to be malfunctioning but lets say it wasent then arn't they breaking regulations of some sort?
Are you in a valley? That weird noise sounds like its echoing. If it isn't echoing, then something further out is mimicing the original sound giving the illusion of an echo.
It sounds almost like a slow motion recording of a cop car turning on its siren for a split second.

The SIRENS you are hearing are whelen 2800's for either an early morning tornado drill or for a tornado warning.

That constant humming is a siren doing a solid tone. It sounds like that until it receives an "off" signal.
