Budgets should be based upon spending the previous year. A good place to start is in the offices of each Congressman. For example: Congress members, staffers, federal employees receive at least 50 cents, maybe more, per mile of tax-free mileage reimbursement. Decrease this amount to the same that a disabled Veteran receives or, 41 cents/mile with a $6 "Applied Deductible".

There is no reason members of Congress should receive more than a disabled Veteran! Start there!!
