Running as a third party, I bet they could get a majority.

Twi could definately re-organize the bureaucracy to run like a swiss watch, would probably be quite adept at foreign and economic polices.

Fluttershy balances out the ticket quite well, and probably would be (contrary to what everypony would think) very, very competent in a crisis (S1E7 and S1E17 are a couple good examples).
