Alright here's why they chose Peyton...

1. The show is based around the love of Peyton and Lucas (Mark schwahn has said that Lucas and Peyton were always planned).

2. If Lucas had chosen Brooke, Brooke would have refused because she would be betraying her best friend.

3. If he had chosen Lindsay, Peyton probably would have killed herself or Lindsay would chicken out
