That was a long time ago. She was never a robot, Robotnik instead created a fake robot made to look like her at a young age to lure in Tails. Tails fell in love with the fake robot.

When he learned that it was fake, he later saw the real Fiona. She was much older than Tails. Tails thought that maybe she would ignore the big age gap between them.

Even Sonic thought that Tails has no chance, so he tried keeping them separated. He ended up dating Fiona, the story goes on when Scourge appears.

It was in issue #184 during the final fight between Enerjak and Super Sonic. Team Destructix fled from the vicinity of the fight, as the collateral damage was likely to be huge, but Scourge got another idea and went through a warp ring of his own, along with Fiona. It was during his explanation to Fiona that he said that. After that, he seemingly abandoned Destructix and regrouped with the Anti-Freedom Fighters.

Thanks and Anti-Sally (or princess alicia) is suppose to be the true royalty, that why they still call her princess. As far as I know of, they address Fiona as "Your Highness". I am not really sure if Fiona is queen.
