It just happened to me. PayPal just locked in my account with $500 inside. I've called the my state's Attorney General and they've said that it was in the Terms and Agreements. This is stupid.

The crooks Paypal and eBay are the same company.They just stole $47 directly from my personal checking account without my consent. Interestingly they wouldn't release the money from my ebay sale for DAYS unless I gave them my Social security number! Now these CROOKS have my Social Security number and they ignore my e-mails to remove it.I opened an investigation about the STOLEN $47 from my bank account & they said "we've finished our investagation, send a letter to bla bla bla for the report"

I setup a new, legit account with eBay & Paypal and sold shoes for $40... the buyer pays... i log into paypal to check up on my money and this is the first time i log into paypal after making the account and everything... guess what? "your account is limited".. FOR WHAT!??? And i didn't get all my money i got like $36 out of the $40.. and thats not counting the eBay fees... they're robbing us blind.

If they take $1700 on my account, I would sue them. But all they saying is that they are holding the money, which means you will get it, they are just being careful, that you are not trying to scam anyone, as the account is closed for whatever reason.
I had this happen before, if you gave them your info and verified the account, and is in good standing, talk to a senior agent, they do lift the hold, so long as nothing questionable going on. Do agree PayPal is very bad in handling this.
The ones you have to worry about, is the buyers, as some scammers know the rules and find loop holes in the system, like trying to get you to sent a item to a "unverified address" and then put a claim in or claim you never sent the item and by the time you notice payment been reverse, the scammer closes his account and runs. Also if you read the fine print, buyer is not require to sent the item back, when a claim is put in and seller only cover up to $250 bucks, that rule sucks.
You are right. But then again, Paypal created this system of loopholes for buyers to have the opportunity to do this to sellers. They are not required to change the way they do business since every class action lawsuit they settled without admitting fault. This only way to get away from all of this is to not use Paypal.
now I see many buyer don't like to use buy it now because they want to bid if it is too much and they win another item at a cheaper price they just ignore you anyways you can't leave them negative.
I just got a reversal and have tracking confirmation and delivery confirmation and they reversed over $1700 on my account with no warning as soon as i resolve this I'm done with eBay and PayPal for good this time.

I am an online merchant and you know PayPal sucks. They limited my account many times even i provide them all the proofs they ask. Let's combine and join other like Moneybookers or Alertpay. They are far better then PayPal.
if you go to any merchant bank and setup an account were you are taking cc payment depending on what type of business your in they will keep upto 50% of money recieved for 6 months people need to understand the risks involved when accepting credit card payment thought any merchant bank or paypal.

Fuck PayPal. They're going to freeze my acct if I dont send them copies of a photo ID and SSN card (why? lol). I got my money outta there and bailed the fuck outta Paypal. Maybe they're not out to get anyone, but their policies are beyond fucking stupid.
That's what I did before they could freeze my account... I still have a low balance of $5.43 that paypal will keep forever because I'm not giving them my ssn and ID.. Now they keep sending me e-mails every 2 days for me to give them that info.. Just be careful because they are sneaking these pricks, they won't ask you for that before signing up but will just interrupt your business and then freeze accounts ANY time they want.

Paypal just suck, they don't run on banking laws, they makup their own rules, I had a verified account with over 350 feedback no negatives and sold a $1000 highend laptop and without warning froze the account for no reason, saying that it was a high risk item, buyer left positive feedback and has bought a few items from me before and have sold high price items before. Paypal is the biggest scam ever. We as buyer sell our items that we have payed for or aquired by other means and paypal steals OUR money. Now we are left with sending the item to avoid negative feedback but the money can't be touched.
A $3000 dispute was done on me a YEAR later after the product was received by the buyer. Paypal did not honor it, however, after this happened Paypal froze my account ANYWAY and emailed me and told me that starting on Nov. 4 2010 my account would basically be monitored. After that, Paypal started CALLING my customers and asking them if they were interested in initiating disputes. Yes, you heard correctly. Customers who never had ANY intention of filing a dispute were contacted by Paypal.
If you have EVER had a huge chargeback/or a dispute ($500+) Paypal WILL monitor your account. They act like they wont but they will.
If you MUST do business through Paypal DO NOT leave a dime in your Paypal account. Ever. Get it OUT! If someone files a dispute through Paypal there will be NO money in the Paypal account for them to "freeze" therefore they will have to eat that fradulant chargeback/dispute. If Paypal tried to take funds from your bank account......do a chargeback on THEM!
Seems ever since they changed the rules (was in it 2008??) I remember people being upset about it but most people were not even aware of the change. Ever since then there has been more and more complaints and a lot of scams with this chargeback thing.. I worked in a company looking at IT with regards to paypal. My own issues with them aside, I was far more concerned when it got revealed that people at the call centre (at least the one they were looking at) in India were selling customer info to organised crime. When they outsource service they outsource your private information.
@catfoodv It almost seems like you have to check the box marked incompetent and with poor language skills or career criminal to work for some of the call centres on the subcontinent, sadly in my experience paypal are not alone. Paypals problem is that offshoring already terrible business processes can only make the situation 1000% worse.
I went to the bbb and made a complaint alot of ppl have done that.They got pay pal to right back to me and i did a rebuttal to them, haven't heard back but my hold is off not sure if it made them look closer at my account and see that i was a good customer but my hold is off glad:)

@LadyJ992 Had no problems for years then all of a sudden I was hit with a "random" security call from some guy in the India call centre. Then they did it with every transaction. Annoying, but then I found out even when the online transactions in question was blocked by them and the money not recieved by the seller, paypal kept it and made it impossible to get it back. Bascially, I kept getting routed to some call centre in India and they did absolutely nothing at all.

Ebay Paypal system needs a more powerful, regulated sale oversight system to avoid account restrictions. TransactionReportSystem would prevent sale risk & abuse thru an automated/enhanced sentiment report system, graduated member grading & a risk level selection method. Available for 3 yrs but is perhaps complicated without study. Ebay can compute member credibility with a perfect system. I have 13 yrs experience w Ebays wild west environs. 1 of 4 transaction reporting limit max is one key.
They do it to earn interest by holding people's money..That's one thing they'll never tell anyone but people already know.. Not sure if your transaction was an ebay transaction, but they claim it's to cover the cost just in case the buyer wants a refund..

I have a friend who used to sell on ebay and use paypal. One time he got $1000 in his bank account which is attached to his paypal account. One time he checked his bank account and he realized his account had $1000 balance but now it's -$1000 which means he got $2000 stolen from him via paypal. He called his bank and got his $35 overdraft fee reversed, but only got $1000 back now brings his bank balance to $0, he called paypal and paypal said we can't help you get the other $1000 back sorry.
I had an experience with paypal once and will never forget it. I sold a desktop computer to a buyer, the buyer didn't know how to get it to work so he wanted a full refund and filed a not as described dispute. Paypal sent me a resolution message saying I either grant a full refund or escalate the dispute. I didn't think it was fair so I escalated the dispute to paypal. A few days later paypal granted the buyer full refund but didn't say why, the buyer then listed my item on ebay for extra money.
I work at PP. This guy is full of it. If his account is locked up like that it is because of criminal behavior on his part. You are not hearing the whole story here.

Refund the money you transfered from your card back to the card. If you got money from buyers, tell them that you will have to refund the money and they will have to send them over to a new user and then put them into a credit card by using another account.

PayPal is too widely used to be shutdown even if it is a pieace of shit. The best thing I can imagine would be that a good, reputable company like Google buys paypal, kicks out the motherfuckers and hires some honest real people that rework the agreements and stuff. Everyone would be happy and Google could once again feel being the king of the internet. Probably paypals just too fucked up atm so Google wants to stay out of it xD

if you go to any merchant bank and setup an account were you are taking cc payment depending on what type of business your in they will keep upto 50% of money recieved for 6 months people need to understand the risks involved when accepting credit card payment thought any merchant bank or paypal.

Now they keep sending me e-mails every 2 days for me to give them that info.. Just be careful because they are sneaking these pricks, they won't ask you for that before signing up but will just interrupt your business and then freeze accounts ANY time they want.

Paypal just suck, they don't run on banking laws, they makup their own rules, I had a verified account with over 350 feedback no negatives and sold a $1000 highend laptop and without warning froze the account for no reason, saying that it was a high risk item, buyer left positive feedback and has bought a few items from me before and have sold high price items before. Ended up getting my money by talking to a senior agent. Don't care to use Paypal anymore, they do what they want to.

A $3000 dispute was done on me a YEAR later after the product was received by the buyer. Paypal did not honor it, however, after this happened Paypal froze my account ANYWAY and emailed me and told me that starting on Nov. 4 2010 my account would basically be monitored. After that, Paypal started CALLING my customers and asking them if they were interested in initiating disputes. Yes, you heard correctly. Customers who never had ANY intention of filing a dispute were contacted by Paypal.

If you have EVER had a huge chargeback/or a dispute ($500+) Paypal WILL monitor your account. They act like they wont but they will.
If you MUST do business through Paypal DO NOT leave a dime in your Paypal account. Ever. Get it OUT! If someone files a dispute through Paypal there will be NO money in the Paypal account for them to "freeze" therefore they will have to eat that fradulant chargeback/dispute. If Paypal tried to take funds from your bank account......do a chargeback on THEM!

I worked in a company looking at IT with regards to paypal. My own issues with them aside, I was far more concerned when it got revealed that people at the call centre (at least the one they were looking at) in India were selling customer info to organised crime. When they outsource service they outsource your private information.

I get why they froze his account. over 1k of money spent with paypal and if the buyer happened to ask for a refund and the seller disappeared or refused paypal would be screwed and they need to be able to pay that money back to the buyer so they wanted to make sure they didnt have to spend their own money for this so that's why they kept his money, you know...just in case...Paypal is only good for buyers, sellers get screwed there unless they know waht they're doing and protect themselves...scam

My advice is not to use paypal at all, eventually everyone will learn but by that time many people bosses are going to get unfairly rich at the expense of others.

@LadyJ992 Had no problems for years then all of a sudden I was hit with a "random" security call from some guy in the India call centre. Then they did it with every transaction. Annoying, but then I found out even when the online transactions in question was blocked by them and the money not recieved by the seller, paypal kept it and made it impossible to get it back. Bascially, I kept getting routed to some call centre in India and they did absolutely nothing at all.

Ebay Paypal system needs a more powerful, regulated sale oversight system to avoid account restrictions. TransactionReportSystem would prevent sale risk & abuse thru an automated/enhanced sentiment report system, graduated member grading & a risk level selection method. Available for 3 yrs but is perhaps complicated without study. Ebay can compute member credibility with a perfect system. I have 13 yrs experience w Ebays wild west environs. 1 of 4 transaction reporting limit max is one key.

I just got robbed by Paypal today! This DEADBEAT loser (ebay name stkwireless) bought not one but TWO 32" flatscreen televisions from me. AFTER I shipped them out he emails me saying, "I ordered the wrong model...sorry about that! I'm just going to refuse the delivery." I told him sorry, but I do not accept returns, as stated in my eBay ad. That motherfucker refused the packages so I was charged not only for the original shipping but the return shipping as well! $154 and Paypal backed him!

I have a friend who used to sell on ebay and use paypal. One time he got $1000 in his bank account which is attached to his paypal account. One time he checked his bank account and he realized his account had $1000 balance but now it's -$1000 which means he got $2000 stolen from him via paypal. He called his bank and got his $35 overdraft fee reversed, but only got $1000 back now brings his bank balance to $0, he called paypal and paypal said we can't help you get the other $1000 back sorry.

I had an experience with paypal once and will never forget it. I sold a desktop computer to a buyer, the buyer didn't know how to get it to work so he wanted a full refund and filed a not as described dispute. Paypal sent me a resolution message saying I either grant a full refund or escalate the dispute. I didn't think it was fair so I escalated the dispute to paypal. A few days later paypal granted the buyer full refund but didn't say why, the buyer then listed my item on ebay for extra money.

I work at PP. This guy is full of it. If his account is locked up like that it is because of criminal behavior on his part. You are not hearing the whole story here.

@jerrybriardy Not true. You must be backing them up because you work there or are hired from PayPal, to protect there scams so they do not look bad. PayPal are crooks. Listen to everyone on here. I am going through the same thing. I filed a claim with the BBB. I am waiting to here from them. Tomorrow I am filing a cliam with Consumer Affairs. If nothing happens this week, next Monday I will be filing suit against PayPal. I will not let this go. PAYPALS SCAMS NEED TO BE EXPOSED.

i got fucked for 450$.. i had tracking # and it clearly said buyer received goods. paypal says YOU NEED SIGNATURE CONFIRMATION FOR ITEMS OVER 250$...

Refund the money you transfered from your card back to the card. If you got money from buyers, tell them that you will have to refund the money and they will have to send them over to a new user and then put them into a credit card by using another account.
