I would say Bush has put a lot of effort into keeping the auto industry afloat. Between weakening the American dollar to make imports of foreign cars more expensive to the buyer thus making domestic cars more competitive and artifically raising the price of oil to slow down the Asian countries who are even more dependant on oil than America for manufacturing. It would appear that since the dollar has gone up and oil has gone down jobs have been lost.
