I play on DeSmume and I used a cheat for random encounter charmander in Pokemon Black ., But when I was playing Soul silver, I got it from profesor Oak. You need to restart many times and there is a small chance you will get a female starter. Do it until you get a female charmander . Or breed a male charizard with dito, and there is a chance also to get a female child.
