Unfortunately, in some cases the reballing will not help and the GPU should be replaced. I suppose that official HP service will tell you that the motherboard should be replaced but some "independent" services may be able to replace the GPU.
There is also some temporary fix like the towel trick (leaving running laptop in a towel in order to warm up the connections to restore them) and the oven trick (baking the motherboard in the oven) but they are risky and temporary.
Some modern gaming consoles (PS3, Xbox 360) also suffer this problem
Probably the GPU is not dead but it's connections are damaged. The GPU is connected to the motherboard by special solder balls. By reballing the chip you can fix the problem. 'Reballing' means desoldering the GPU from the motherboard, replacing the solder and refitting the GPU back in place. Unfortunately, you cannot do this fix yourself. But some repair centres can do this for you. Try to google 'reball service laptop' or similar. Probably this will cost less than a new laptop.
@winxpuser100 Thanks for your reply. I am not that handy to fix this myself, I can do a lot with my laptop (I replaced the hinges once) or my computer, but soldering is not one of my strongest points. I have seen some shops that are specialised in this kind of fixes, but almost all of them are in the United States, not in my country The Netherlands. Wil have to start some investigation to find a place to get this fixed. Maybe I'll try the towerl trick noticed above by you.
here is a suggestion buy asus NOT HP.
