I learned to do this from my sister when I was a kid. She also taught my son and my son taught my other son. Like some of the other posters, our wiggles are shorter and faster and we can't watch in a mirror when we do it. I dont evn know how you woud teach somebody - maybe like riding a bike.

It's called voluntary saccadic eye movement, there isn't much data on it, but research HAS been done on it.

It's called Nystagmus and it's usually an involuntary rapid movement of the eye. But in very uncommon cases it can be initiated voluntarily for short periods.
