Northern politicians made blacks & indians 3/5ths human under the law so they did not count in the census, therefore leaving the Southern States under-represented in Congress(you know the number of Congressmen from any given State depends on the population right?).
It was a huge part of what started the Civil war. Slavery had almost NOTHING to do with it.
