Debbie appartently started jumping this way very early in grade school and faced much critisim from faculity and classmates, I don't know the exact age, but she did gain some media attention for it, so that might be were the debate it any comes from, all I can say is North America is where the reverse jumping style came from.
@andygatt Debbie was jumping this was before the Mexico Olympic games, just because Dick gain world wide attention for it at the games, doesn't mean he was first or her should be credited like he has been.

I really don't understand why anyone would argue that Brill should be credited with the invention of the back-to-the-bar technique. It's very likely that some unknown person tried something similar to the Fosbury Flop before either Fosbury or Brill. However, the world found out about the technique because of Fosbury and his success with the technique.
