Definitely. It's highly unlikely he was talking to Chris as they did meet last at the facility in Antartica.

My theory regarding that part is it's a flashback. Since some trailers have shown Jill's grave I think it's going to be discovered that Wesker managed to kill Jill sometime before the events of RE5. After all, the mansion was the last time the two encountered each other...just my theory though.

Leon's report was most likely written right after RE4 which takes place before Degeneration so it really doesn't mean anything like that. But honestly, is it really even a question if Leon will live or die? There's no way they're going to kill him off.
