The answer to your question is all research, resources and remedies focus on the problem rather than the solution. You mentioned a recidivism rate of 70 percent. What about the 30 percent who do not recidivate? Isn't it remarkable there is no term defining the 30 percent? Why are there no studies tracking the 30 percent? I recently read a book on recidivism and the emphasis on addressing the failure to stay out of the criminal justice system is the problem.
