This dub of Part 2 was apparently made solely to teach English to Japanese students and was never meant for American audiences.
I got it on a bootleg VHS at my local flea market, apparently taped off of a Japanese laserdisc release. The reproduction cover on the VHS tape says the mix is stereo, but it seems to be mono.
This dub was released on a bonus DVD with the overseas release of the new PS3 game, but it's Region 2, sadly.
I used to own a manga of MZ23 with the exact same art style, I've been looking for this for years. Where can I buy this version? I've seen a dvd with a complete collection, but the characters look more "cute" than they do here. Did this ever get released on DVD in north america?

Tatsunoko production is very famous and large but, in that time, OVA is just just just the video drama and is not the movie for theaters so it had been made by low budget and so it's quality is as that you saw :D
This song actually sounds very similar to a Culture Club song called "Heaven's Children" on their album, From Luxury To Heartache. It's not out of the realm of possibility since Culture Club were particularly popular in Japan and the album came out around the same time the movie did.
Streamline had a dub of Megazone 23 part 1 many years ago. I use to have one of the last DVD copies of it but sold it after ADV's came out so I could have a superior sound and picture quality version. Dub of course wasn't that great.
This was interesting though I never saw this though.
The Japanese version leaves alot out, the english dub where Shogo's name is Johnie and Yui, is Sue is much better than the original Jap. language version. Much better.
I think he means that this dub (for the Japanese) leaves alot of footage out compared to the original cut. I think it's because the dubbers (Harmony Gold?) might have decided to release the movie stateside at some point but never did in the end, but I could be wrong.
Hmmm, having lived in Japan for over a decade, I find that a little hard to believe, but... weirder things have happened.

Because ADV likes keeping the story and translation closer to the Japanese version than the HG version did.

The English dub has much more of the English culture imprinted onto it than that of the Japanese version.
