I followed exactly to a "T" what you did and when I put the flood tool over the image an click the blue only shows in the rater layer on the right but not on the pic? Why?

There should be an eye icon near the Raster layer. Click it, and it should be showing. If there's an X over the eye icon, then that means it won't be shown in the preview.
