ıts not my dog,my patient's,so ı'm a vet anyway,owner lost one of their puppy because of distemper 2 year ago probably she got rid of first infection...in didim/aydın/turkey,distemper is very common in shelters..

i dont think that is a distemper. Try with a neurologist for that case.
