It is only communist government by name. It would be more accurately described as a corporatist, dictatorial government who gives more for order than the welfare of the people. The people in China are living in a swim-or-sink kind of place. The 'public' schools need tuitions. The healthcare system is horrid if you are not a high ranking member of society. There is next to no laws on the limitation of corporate power and a bribe is all that is needed to get pass any restrictions.

Article 4 of the Chinese constitution guarantees China's 55 ethnic minorities the same freedom of thought, expression, assembly and religion as the majority Han Chinese enjoy.
China's CCP dictatorship need merely implement its own laws on cultural autonomy in regards to Tibet.
Doing so would preserve Tibetan culture - and address the overwhelming international criticism against China that is mounting day by day.
