This is just his "symbiote" pallete that he came with, thought there are several programs (like Fighter Factory) which can be used to make palletes. As for editing sprites, like the actually edited Mecha-Barney that was made by Jozo the Boogey, any paint/drawing program that can load and save .pcx files should work ( i suggest GIMP - its free)

Barney smiles even when he's ko'd. Of course barney knows micheal jackson and is probably ntrying to molest godzilla Jr. and goes jumbo sized to do it. but is defeated by godzilla. Then barney brings himself back as a cyborg to exact revenge on godzilla. That is the best story I could come up with anyone else got anny better stories? Lol!

Well, there is no "official story". The closest thing I would say is that Barney fights Godzilla for control of Japenese Television. He loses, but the children on his show rebuild him as a cyborg to get revenge. Hw loses again and recruits winnie the pooh to help him take control of TV. Godzilla defeats them both. "Revenge of Mecha Barney" is a spinoff, and is not really related to these.
