I have been to Rome in the summer, and had not seen them. I went in the winter this time, and found them amazing. I guess that they weren't schedulce on my last eventing there; I didn't see them.
Is there an entymologist out there? Are they chasing swarms of insects?

They are definitely bats. And occhioalpremio is correct, the formation and swirling has two purposes: avoiding hawks and catching insects.

I saw this while in rome and it was something amazing. bats or birds? no matter. It was something you will see once in a lifetime.
